The Secretaries of the Federated Members (Affiliated Associations) are the staff directors of the regional associations affiliated with the American Cotton Shippers Association. Each Federated Member is an incorporated entity operating under separate By-Laws, Trade Rules, and Policy Resolutions. Pursuant to ACSA's By-Laws each Federated Member is entitled to representation on ACSA's Board of Directors.

The Federated Secretaries, in addition to their primary responsibilities within their respective Associations, serve as a liaison with ACSA and participate in the discussions and deliberations of ACSA Board of Directors Meetings. The cooperation and participation of the Federated Secretaries contributes significantly to the cohesiveness and strength of the regional associations and ACSA.
