SOUTHEASTERN APPEAL BOARD


The Southeastern Appeal Board (SEAB) is authorized by Rule 39 of the Southern Mill Rules (SMR) and is composed of one representative from the American Cotton Shippers Association and one from the National Council of Textile Organizations, each representative appointed by the President of their respective associations. Should these two members disagree, they are required to appoint a third member.

Contracts incorporating the SMR require that when disputes on matters, not involving quality, are referred by either the buyer or the seller to the SEAB for resolution each party is bound by the decision of the SEAB.
